a. Background TVA is requesting a license for Watts Bar Unit 2. The review for this license includes NRC review of the Watts Bar 2 Fire Protection Program consistent with information contained within Revision 2 of Regulatory Guide 1.189, Fire Protection for Nuclear Power Reactors. To support licensing the NRC expects to review the as-built Fire Protection Report and develop a safety evaluation based on that review. With the proximity of the expected submittal of the as-built Fire Protection Report and the planned request for license, the Fire Protection Branch (AFPB) plans to use a regulatory audit to aid in the final review of the as-built Fire Protection Program. NRC staff audit of the draft information is intended to reduce the NRC staff review time for the as-built Fire Protection Report that TVA plans to submit to the NRC for review and approval in May 2015.

b. Regulatory Basis The regulatory basis is to support NRC staff review of Unit 2 of Watts Bar in accordance with NUREG-0800, Standard Review Plan, Section 9.5.1.1, and Revision 2 of Regulatory Guide 1.189, Fire Protection for Nuclear Power Plants.

c. Regulatory Audit Scope Review the revised documentation from the Watts Bar 1 and 2 Fire Protection Report to support the license application for Watts Bar 2, and future expected license amendment for Watts Bar 1. The purpose of the Unit 1 Watts Bar license amendment will be to align both unit programs to a common approved fire protection program. NRC staff audit of the Fire Protection Report that is under development will allow for vetting of topics during public meetings and ensuring that the as-built Fire Protection Report is sufficiently complete for NRC staff review.

d. Information and Other Material Necessary for the Regulatory Audit

- Sections of the Fire Protection Report that have been developed by TVA and are considered complete pending final TVA administrative approvals,

- Redline/Strikeout version comparison to last submitted version,

- Drawings and calculations related to or that support the Fire Protection Report,

- Design changes under development to support the Fire Protection Report, including but not limited to design changes to resolve inspection and licensee identified items, and

- Operator manual action timing results to support the operator manual actions described in the Fire Protection Report.

e. Team Assignments Mr. C. Moulton and Mr. D. Frumkin will be reviewing information to support the as-built Fire Protection Report.

f. Logistics The intent of this audit is to be primarily an audit of information on a read only information portal. Public meetings will be used for technical discussions.

h. Deliverables TVA will make an online, password protected, read only, information portal available to NRC staff. On site dates for a tour will depend on the need for the tour and the schedule of the development of the Watts Bar Fire Protection Report.
