NRC INTEGRATED INSPECTION REPORT 50-269/98-02. 50-270/98-02,
50-287/98-02 AND NOTICE OF VIOLATION
Dear Mr. McCollum:
On March 21, 1998, the Nuclear Regulatory Commission (NRC) completed an
integrated inspection at your Oconee 1. 2, and 3 reactor facilities. The
enclosed report presents the results of that inspection.
During the six-week period covered by this inspection, your conduct of
activities at the Oconee facilities was generally characterized by safety
conscious operations, maintenance, and engineering practices. However, five
violations of NRC requirements are cited in the en closed Notice of Violation
(Notice), and the circumstances surrounding the violations are described in
detail in the enclosed report.
In regards to Violation D in the attached Notice of Violation, we are
concerned that the material condition of the rooms identified in the
violation may extend to other areas and represent a lack of ownership on the
part of assigned area personnel. In your response to the violation, please
include a discussion of any broadness review you have conducted in this area
and your efforts to correct any identified problems.
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response. The NRC will
use your response, in part, to determine whether further enforcement action
is necessary to ensure compliance with regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice." a copy of
this letter, and-its enclosures, and your response will be placed in the NRC
Public Document Room (PDR).
