(NRC INSPECTION REPORT NOS. 50-269/98-03, 50-270/98-03, AND
50-287/98-03)
Dear Mr. McCollum:
This refers to the Safety System Engineering Inspection (SSEI) conducted
during the period of March 2 - 6 and March 16 - 20, 1998, at the Oconee
Nuclear Station. The subject inspection identified two (2)
apparent
violations associated with a 1984 modification to the Oconee Unit 1 and 2
control room ventilation and air conditioning system (CRVS). The subject
inspection report which identified the two apparent violations was transmitted
to you by letter dated May 4, 1998. An open, predecisional enforcement
conference was conducted in the Region II office on May 19, 1998. with you and
members of your staff to discuss the apparent violations, the root causes, and
corrective actions to preclude recurrence. A list of conference attendees,
NRC presentation materials, and a copy of your presentation materials are
enclosed.
Based on the information developed during the inspection and the information
that was provided during the conference, the NRC has determined that a
violation of NRC requirements occurred which has been characterized at
Severity Level IV. The violation (previously identified as apparent violation
EEI 50-269,270/98-03-04) is cited in the enclosed Notice of Violation
(Notice), and the circumstances surrounding it are described in detail in the
subject inspection report. The NRC recognizes that the violation was
identified as a result of a questioning attitude by an engineer on your staff
during the SSEI. However, the NRC is concerned that your Corrective Action
Process, which had identified the condition in 1997, failed to evaluate the
condition properly and failed to initiate corrective action.
The subject inspection report also identified an apparent violation (EEI
50-269, 270/98-03-05) regarding the 1997 untimely update to the UFSAR for the
1984 modification to the CRVS. This non-repetitive, licensee identified and
corrected violation is being treated as a Non-Cited Violation (NCV 50-269,
270/98-03-05), consistent with Section VII.B.1 of the NRC Enforcement Policy.

are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response. Your response
should address those actions taken and planned to prevent recurrence. After

your response to this Notice, including your proposed corrective
actions and the results of future inspections, the NRC will determine whether
further NRC enforcement action is necessary to ensure compliance with NRC
regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of
this letter, its enclosures, and your response will be placed in the NRC
Public Document Room (PDR). To the extent possible, your response should not
include any personal privacy, proprietary, or safeguards information so that
it can be placed in the PDR without redaction.
