NRC INSPECTION REPORT 50-269/97-10, 50-270/97-10, 50-287/97-10
Dear Mr. McCollum:
On July 26, 1997, the NRC completed an inspection at the Oconee Nuclear
Station. The enclosed report presents the results of that inspection.
During the 6-week period covered by this inspection, your conduct of
activities at the Oconee Nuclear Station was generally characterized by safety
conscious Operations, Maintenance, Engineering and Radiological practices.
However, we are concerned with the number of events or problems that occurred
during this period requiring special attention and followup action. For
example, during Lee Steam Station Technical Specification testing, two Keowee
Hydro Unit problems arose which degraded onsite power availability. An
Augmented Inspection Team was dispatched to the Oconee Nuclear Station to
address this event, which was documented in Inspection Report 50-269,270,
287/97-11. Additionally, an electrical grid instability induced by activities
at your Jocassee Hydro Units coupled with an improperly adjusted Oconee Unit 2
Main Turbine Generator voltage regulator circuit card, resulted in an Oconee
Unit 2 turbine and reactor trip. Further challenges were brought about
through the operation of Unit 1 with three instead of four Reactor Coolant
Pumps due to one pump experiencing high vibrations. Finally, additional
unqualified insulation material was identified in all three reactor buildings,
resulting in a potentially degraded condition. The above activities are
discussed in detail in the enclosed report.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of
this letter and its enclosure will be placed in the NRC Public Document Room
(PDR).
