SUBJECT: NRC INSPECTION REPORT NO. 50-269/96-18, 50-270/96-18, AND

50-287/96-18

Dear Mr. Hampton:

On November 22, 1996 the NRC completed an inspection at your Oconee Nuclear Station.

The enclosed report presents the results of that inspection.

The purpose of the inspection was to determine whether activities authorized by the license

were conducted safely and in accordance with NRC requirements. Areas examined during

the inspection are identified in the report. Within these areas, the inspection consisted of

selective examinations of procedures and representative records, interviews with personnel,

and observation of activities in progress.

The enclosed Inspection Report identifies activities that violated NRC requirements that will

not be subject to enforcement action because the licensee's efforts in identifying and/or

correcting the violation meet the criteria specified in Section VII.B. of the Enforcement Policy.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and

its enclosure will be placed in the NRC Public Document Room.
