Dear Mr. Tuckman:

In a letter dated July 11, 1996, Duke Energy Corporation (DEC, previously Duke Power Company) submitted Amendment 21 to the Duke Power Company Topical Report, Duke-I-A; Quality Assurance Program. DEC submitted five supplements to Amendment 21 to the Topical Report for Oconee Nuclear Station, Units 1, 2, and 3, McGuire Nuclear Station, Units 1 and 2, and Catawba Nuclear Station, Units 1 and 2. The five supplements are listed as References 2, 3, 5, 6, and 7 in the enclosed Safety Evaluation. Amendment 21 contains: (1) A major revision of the sections that address procurement, identification, control, handling, storage, and shipping of materials items; (2) Changes to the qualifications for lead auditor certification; (3) A deletion of the section addressing the Integrated Safety Assessment; and (4) Other clarifications and additions to the DEC Quality Assurance Program.

The staff has reviewed the proposed changes and determined that, despite some of the changes constituted reductions in commitment, Amendment 21 is acceptable. The enclosed Safety Evaluation delineates the staff's review and conclusion.
