pREGj UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 136 TO FACILITY OPERATING LICENSE NO. DPR-38 AMENDMENT NO. 136 TO FACILITY OPERATING LICENSE NO. DPR-47 AMENDMENT NO. 133 TO FACILITY OPERATING LICENSE NO. DPR-55 DUKE POWER COMPANY OCONEE NUCLEAR STATION, UNITS NOS. 1, 2, AND 3 DOCKETS NOS. 50-269, 50-270 AND 50-287 INTRODUCTION By letter dated August 15, 1984, Duke Power Company (the licensee) proposed changes to the Technical Specifications (TSs) of Facility Operating Licenses Nos. DPR-38, DPR-47, and DPR-55 for the Oconee Nuclear Station, Units 1, 2, and 3. These amendments would consist of changes to the Station's common TSs.
These amendments would revise the TSs to change TS pages 6.1-6 and 6.1-6a to reflect the new requirements on minimim operator staffing that became effective January 1, 1984. The licensee has stated that they are presently in compliance with the rule and that they are proposing the changes to reflect the new requirements and to allow certain temporary deviations as allowed by the regulations. Other changes requested in the August 15, 1984 application are presently under review and will be handled by separate safety evaluation and license amendment.
BACKGROUND In the aftermath of the Three Mile Island (TMI) accident, a number of studies and investigations conducted by the U. S. Nuclear Regulatory Commission (NRC), the nuclear industry and others recommended changes in the numbers, qualifications and organization of nuclear power plant personnel.
The specific matter of licensed operator staffing (shift supervisors, senior reactor operators, and reactor operators) was subsequently addressed by a final rule published on July 11,,1983 (48 FR 31611). The new regulation, 10 CFR 50.54(m),
became effective on.January 1, 1984.
EVALUATION On August 15, 1984, the licensee for the Oconee Nuclear Station submitted a proposed license amendment to bring the Oconee TSs into conformance with 10 CFR 50.54(m).
The lic see has been in compliance with the rule and seeks to establish the same coeyliance base in the TSs. The following specific amendments to the "Minimum Operating Shift Requirements" in TS Table 6.1-1 are being proposed:

Page 6.1-6, Second Line, Fourth Column (All Units Shutdown)
The number of senior reactor operators required (in addition to the shift supervisor) when all three units are shutdown is reduced from one to none.
o Page 6.1-6, Fourth Line, Second Column (Two Units Operating)
The number of reactor operators required when only two of the three units are operating is increased from four to five. This will cover the situation v-ere the two units are being operated from separate control rooms, i.e., Units 1 and 3, or Units 2 and 3. (Note: Units 1 and 2 have a shared control room and Unit 3 has a separate control room.)
o Page 6.1-6, Second Footnote The footnote is revised to reduce the required number of reactor operators back to four when only two of the three units are operating and they are being operated from the same control room, i.e., Units 1 and 2. (Note: Units 1 and 2 have a shared control room.)
o Page 6.1-6a, Additional Requirement #8 Note #8 is added to require a senior operator in the control room from which a unit is operated whenever the unit is above cold shutdown.
o Page 6.1-6a, Additional Requirement #9 Note #9 is added to allow temporary deviations from-the requirements of Table 6.1-1 in cases of sudden illness, injury or similar emergency provided replacement personnel are notified immediately and are on site as soon as possible to return shift manning to the minimum required level.
We have reviewed the proposed revisions to TS Table 6.1-1 and find them acceptable. They will bring the Oconee TSs into conformance with published Commission requirements and Federal regulations, which help ensure that adequate shift staffing, supervision and special expertise are continually present in the control room to respond to accident situations.
Notwithstanding our acceptance of the proposed changes, we note that the number of nuclear equipment operators (i.e. auxiliary operators) required by TS Table 6.1-1 is, for some situations, less than the number specified in NUREG-0737, "Clarification.of TMI Action Plan Requirements," Item I.A.1.3, "Shift Manning."
lWe request that the licens?:% propose changes to the TSs to incorporate the correct number of auxiliary operators, within 60 days of the date of this Safety Evaluation.
ENVIRONMENTAL CONSIDERATION These amendments relate to changes in administrative procedures or requirements.
Accordingly, these amendments meet the eligibility criteria
-3 for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22 (b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of these amendments.
CONCLUSION We have concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of these amendments will not be inimical to the common defense and security or to the health and safety of the public.
