UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 77 TO FACILITY OPERATING LICENSE NO. DPR-38

77 TO FACILITY OPERATING LICENSE NO. DPR-47 AMENDMENT NO. 74 TO FACILITY OPERATING LICENSE NO. DPR-55 DUKE POWER COMPANY OCONEE NUCLEAR STATION, UNITS NOS. 1, 2 AND 3 DOCKETS NOS. 50-269, 50-270 AND 50-287 Introduction By.letter dated March 21, 1979, Duke Power Company (the licensee) requested a change to the Oconee Nuclear Station, Units Nos. 1, 2 and 3, Technical Specifications (TS).

This change would upgrade the qualifications of the Site Health Physicist.

Eval uation The proposed change to TS 6.1.1.4, which delineates minimum requirements for the position of Site Health Physicist, upgrades the requirements in regard to requiring a bachelor's degree in science or engineering or the equivalent in experience, need for formal.training in radiation protection and at least five years of applicable professional experience. We-hav'e compared-the proposed qualifications with NRC Regulatory Guide 1.8, "Personnel Selection and Training" and find them comparable. We conclude that the changes-conform to the Regulatory position of Regulatory Guide 1.8 and are thus acceptable.

Environmental Consideration We have determined that these amendments do not authorize a change in effl.uent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendments involve an action which is insiqnificant from the standpoint of environmental impact and, pursuant to 10 CFR 951.5(d)(4), that an environmental impact statement, or necative declaration and environ mental impact appraisal need not be prepared in connection with the issuance of theseamendments.

-2 Conc usion We have concluded, based on the considerations discussed above, that:

(1) because the amendments do not involve a significant increase in the probability or consequences of accidents previously considered and do not involve a significant decrease in a safety margin, the amendmentsdo not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of thesEamendmentswill not be inimical to the common defense and security or to the health and safety of the public.
