REQUEST FOR ADDITIONAL INFORMATION RELATED TO AGING EFFECTS

OF INSULATED CABLES AND CONNECTIONS FOR THE OCONEE

NUCLEAR STATION, UNITS 1, 2, AND 3, LICENSE RENEWAL APPLICATION

(LRA)

Dear Mr. McCollum:

The Nuclear Regulatory Commission issued inspection report 50-269/99-12, 50-270/99-12, and

50-287/99-12 on September 21, 1999. The purpose of that inspection was to determine whether

your aging management programs adequately support your application for renewed operating

licenses for Oconee. One of the inspection findings identifies an issue related to applicable

aging effects for insulated cables and electrical connections that conflicts with the staffs findings

in the safety evaluation report (SER) that was issued by the staff on June 16, 1999, regarding

the Oconee license renewal application.

The staff concludes that the results of the inspection need to be reflected in a change to the SER

sections related to insulated cables and connections. Furthermore, the staff will need

additional information in order to resolve this issue. The Oconee license renewal application

(Section 3.6.3) identified the service environments in which insulated cables and connections

operate in as 'thermal', 'radiation', and 'moisture'. The application concluded that based on the

review of industry information, NRC generic communications, and Oconee operating experience,

no aging effects are applicable for insulated cables and connections. Therefore, no aging

management program is necessary. The NRC inspection team conducted walkdowns inside and

outside of containment to assess the material condition, reviewed a sample of the results of

previous Duke electrical inspections and problem investigation process reports and, found that

there is evidence of aging of insulated cables and electrical connectors, that appear to warrant

an aging management program. Therefore, Duke is requested to provide the technical basis for

the conclusion that no aging management program is needed or, provide a description of the

aging management program that will be utilized for insulated cables and connections at Oconee.

This issue is designated as Open Item 3.9.3-1 for tracking purposes.

As you are aware, the staff is currently scheduled to issue an update to the Oconee license

renewal application SER by February 12, 2000. The schedule also shows that you will respond

to all SER open items by October 15, 1999. Although the staff does not expect you to respond

to the above request for additional information by October 15, 1999, we would appreciate a

schedule for when you intend to respond to the issue.

Currently the staff has not identified any other items in the inspection report that fundamentally

call into question the findings in the Oconee license renewal application SER. However, the

regional and headquarters staff will work with you to identify and develop a closure plan for all

the issues in the inspection report. If during the course of this activity the staff identifies other

issues where it needs additional information in order to update the SER we will inform you in a

separate letter.
