September 20, 1999 Mr. W. R. McCollum, Jr.

Vice President, Oconee Site Duke Energy Corporation P.O. Box 1439 Seneca, SC 29679

SUBJECT:

OCONEE NUCLEAR STATION, UNITS 1, 2 AND 3 RE: RELIEF REQUESTS FOR THE PUMP AND VALVE INSERVICE TESTING PROGRAM (TAC NOS.

MA5898, MA5899, AND MA5900)

Dear Mr. McCollum:

By letter dated May 26, 1999, Duke Energy Corporation submitted Revision 25 of the Pump and Valve Inservice Testing Program, third 10-year interval for the Oconee Nuclear Station, Units 1, 2, and 3. The revision contained four new relief requests. As a result of a conference call held on August 24, 1999, you submitted a revision to relief request ON-SRP-LPI-06 by letter dated August 26, 1999.

On the basis of the enclosed safety evaluation, pursuant tol 0 CFR 50.55a(f)(6)(i), relief is granted for request ON-SRP-LPI-06. In making this determination, the staff has considered the impracticality of performing the required testing and the burden if the requirements were imposed.

On the basis of the enclosed safety evaluation, pursuant tol 0 CFR 50.55a(a)(3)(i), relief is granted for requests ON-GRV-12, ON-GRV-13, and ON-GRV-14. In making this determination, the staff finds that the proposed alternatives to the Code requirements for will provide an acceptable level of quality and safety.

Sincerely, Original signed by:

Richard L. Emch, Jr., Section Chief, Section 1 Project Directorate 11 Division of Licensing Project Management Office of Nuclear Reactor Regulation Docket Nos. 50-269, 50-270, and 50-287
