REQUEST FOR ADDITIONAL INFORMATION OCONEE NUCLEAR STATION IMPROVED TECHNICAL SPECIFICATIONS (ITS)

SUPPLEMENT 1 The modifications to Specifications 2.1.1.1 and 2.1.1.2 should have resulted in some corresponding change to update the Bases. However, no changes to the Bases were submitted with Supplement 1. It is incumbent upon Duke Energy Corporation to keep the Bases up-to-date now and subsequently after the ITS are issued. Bases Section 2.1.1 should be updated to reflect the Supplement 1 changes to the specifications noted above.

The change to Limiting Condition for Operation (LCO) 3.1:8 Applicability poses-the question that if a physics test is initiated in Mode 3, and during the test Mode 2 is entered, the LCO would not apply since the test was not initiated in Mode 2. This means that the exceptions that are permitted by the LCO would not apply, and consequently, more restrictive requirements of the excepted list of LCOs would apply.

Is this really what is desired by the wording of the Applicability as "initiated" during Mode 2? Does the Bases make this situation clear?

The change to Surveillance Requirement (SR) 3.2.1.3 is not consistent with the preceding SRs, which state "within the limit as specified" not "within the limit specified."

Consistent wording should be used. (Since this is a minor edit, the staff suggests that you only change the ITS.)

Specification 4.2.2 defines the acronym CRA as "CONTROL ROD Assemblies (CRA)."

The correct form should be CONTROL ROD Assemblies (CRAs) so that the singular form can used as "One CRA was..." and has the correct tense in not meaning, by substitution of the acronym, "One CONTROL ROD Assemblies was..."

On revised ITS page 5.0-22, the strike-out parenthesis should have been removed.

6.

Should the first paragraph under Specification 5.5.12 include the penetration room ventilation system as well as the control room ventilation system Booster Fan Trains as complying to the testing frequencies specified in Regulatory Guide 1.52, Revision 2?
