REQUEST FOR ADDITIONAL INFORMATION REGARDING THE RESULTS OF STEAM GENERATOR INSPECTION OF 1997 AT OCONEE UNIT 1
Dear Mr. McCollum:
As a result of steam generator inspections performed at the Oconee Nuclear Station, Unit 1, during the fall 1997 refueling outage, Duke Energy Corporation (Duke) identified inside diameter intergranular attack (ID IGA) degradation in approximately 1900 tubes in the upper tubesheet of the "l B" once-through steam generator (OTSG). Duke confirmed the degradation mechanism by destructive examination of five pulled tube specimens containing these indications. The staff believes that this ID IGA degradation is unique in that it is not ordinarily found in OTSGs.
By letter dated October 20, 1997, and supplemental information supplied in letters dated November 3, November 6, and November 10, 1997, Duke requested an amendment to the Technical Specifications (TS) for the Oconee Nuclear Station Units 1, 2, and 3. The amendment proposed to use a reroll process to repair the degraded steam generator tubes in the upper tubesheet. This process effectively removed the degradation from the primary-to secondary pressure boundary. The amendment was approved on November 21, 1997.
In order to address technical concerns with the nature of this mode of steam generator tube degradation, the staff would like to perform an independent assessment of the eddy current data for the ID IGA indications in the pulled tube specimens from steam generator 1 B.
Therefore, we request that Duke submit (1) an optical disk containing the eddy current inspection data (e.g., bobbin coil, rotating pancake coil, Plus Point, etc.) for the ID IGA indications in the pulled tube specimens; (2) files on the optical disk with the setup used by the analyst for examining the indications; (3) a drawing or description of the standard used to calibrate the acquisition system; (4) eddy current data from 20 randomly selected tubes that 7 12 0 iiC*
