IMPROVED TECHNICAL SPECIFICATION COSTS

Dear Mr. Tuckman:

By "NUREG-1430, Fr Notice of Issuance of Amends 300 to Licenses DPR-38, DPR-47 & DPR-55,respectively,reflecting Full Conversion of Current TSs to Set of TSs Based on [[NUREG" contains a listed "[" character as part of the property label and has therefore been classified as invalid.,rev 1|letter dated December 16, 1998]], the staff issued the Improved Technical Specifications (ITS) for the Oconee Nuclear Station, Units 1, 2, and 3. It has recently come to our attention that you may have concerns that your cost for staff review and approval may have been significantly higher than anticipated. In light of this, we have generated the attached graph that compares the number of hours charged by the staff to review and approve the Oconee ITS with those of some other facilities. In addition, the total number of staff hours expended on the review and approval of the Oconee amendments for the electrical section of the current TS that was submitted by letter dated March 11, 1993, has been included since this review formed the basis for the review of the electrical section of the ITS. As can be seen, the number of staff hours for processing the ITS amendments compares favorably with the number of hours expended for ITS reviews at other facilities.

We recognize that this may not address all of your concerns relative to the cost of conversions.

While the cost of the Oconee conversion review appears comparable to those of other facilities, we agree that the cost in terms of both NRC and licensee resources is still too high.

As I indicated during the Counterparts Meeting on January 20, 1999, in Charlotte, NC to discuss this and other issues with you and your staff, we are trying to improve the review process to gain efficiencies. Some of our efforts to more efficiently resolve questions are already in place and appear to be working based on comments provided by your staff.
