RENEWAL OF FULL-POWER OPERATING LICENSE FOR THE SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2.
The Commission provided direction in its July 25, 2005, staff requirements memorandum (SRM) for COMSECY-05-0025, that the U.S. Nuclear Regulatory Commission (NRC) staff notify the Commission by memorandum 3 days before the issuance of a renewed license. Accordingly, the staff is informing the Commission that the renewed facility operating license Nos. DPR-77 and DPR-79 for the Sequoyah Nuclear Plant, Units 1 and 2 (SQN), will be issued on September 28, 2015.
By letter dated January 7, 2013, Tennessee Valley Authority submitted its application to renew the operating license for SQN. The staff reviewed the license renewal application in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 51, Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions, and 10 CFR Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. Region II also performed the required inspections, as described in a March 19, 2015, memorandum from Victor M. McCree, Regional Administrator, located in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML15079A092. The staff documented the results of its safety review in Safety Evaluation Report Related to the License Renewal of the Sequoyah Nuclear Plant, Units 1 and 2, issued on January 29, 2015, and published as NUREG-2181 in July 2015. Subsequently, in September 2015, a supplement to the Safety Evaluation Report was issued and a supplement to NUEG-2181 was published to address newly submitted information and document further reviews related to recent operating experience events in the Unit 1 reactor vessel associated with the loose parts from two surveillance capsules. The staff also documented the results of its environmental review in a supplemental environmental impact statement published in March 2015, as NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 53, Regarding Sequoyah Nuclear Plant, Units 1 and 2.

The Commissioners In accordance with 10 CFR 54.25, Report of the Advisory Committee on Reactor Safeguards, the Advisory Committee on Reactor Safeguards (ACRS) reviewed the license renewal application for SQN. The ACRS completed its review during its 622ND meeting, on March 6, 2015. Its findings are documented in a letter to the Commission, dated March 13, 2015, in ADAMS under Accession No. ML15070A551. The ACRS also reviewed the supplemental Safety Evaluation Report and there were no changes to their original conclusions.
Under the June 5, 2002, SRM for SECY-02-0088, which authorizes the Director of the Office of Nuclear Reactor Regulation to issue uncontested license renewals without prior Commission authorization, the Director of the Office of Nuclear Reactor Regulation will issue the renewed facility operating license Nos. DPR-77 and DPR-79 for SQN.
