UNITED STATES NUCLEAR REGULATORY COMMISSION REGION II MARQUIS ONE TOWER 245 PEACHTREE CENTER AVENUE N.E., SUITE 1200 ATLANTA, GEORGIA 30303 March 19, 2015 MEMORANDUM TO: William M. Dean, Director Office of Nuclear Reactor Regulation FROM: Victor M. McCree /RA/

Regional Administrator

SUBJECT:

SEQUOYAH NUCLEAR PLANT UNITS 1 AND 2 LICENSE RENEWAL APPLICATION By letter dated January 15, 2013, Tennessee Valley Authority (TVA), submitted an application requesting the license renewal of Sequoyah Nuclear Plant Units 1 and 2 in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 54. We have completed our inspections at Sequoyah in accordance with the guidance contained in Inspection Manual Chapter 2516 and Inspection Procedure 71002, closely coordinating with the Office of Nuclear Reactor Regulation (NRR) to confirm the scope and timing of the inspections. The inspections were performed to verify that TVA implemented the scoping and screening methodology and established aging management programs in conformance with the descriptions contained in TVAs application for license renewal. The inspections verified, on a sampling basis, that the existing and planned aging management programs could reasonably manage the effects of aging. The inspections also confirmed that the documentation used to support the application be in an auditable and retrievable form. Additionally, the inspections reviewed corrective actions for license renewal issues raised by the U.S. Nuclear Regulatory Commission. Details of the scope of our inspections and results are contained in Inspection Report 50-327/2013012 and 50-328/2013012 dated January 31, 2014.

We have determined that the TVA programs and activities related to the license renewal of Sequoyah have been, or will be, completed in substantial agreement with docketed commitments and regulatory requirements prior to the date of expiration of the current 40 year operating license. Tennessee Valley Authority has demonstrated the capability to manage the effects of aging during the period of extended operation. We, therefore, conclude that there is reasonable assurance that TVAs aging management programs provide an adequate foundation for renewing the license for Sequoyah Units 1 and 2 for an additional 20 years.
