ME8829, ME8830, ME8831, AND ME8832)

Dear Mr. Henderson and Mr. Capps:

By letter dated May 31, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12153A328), Duke Energy Carolinas, LLC (Duke, the licensee),

submitted a license amendment request for Catawba Nuclear Station, Units 1 and 2, and McGuire Nuclear Station, Units 1 and 2. The proposed amendment requested review and approval of a conditional exception to the end-of-cycle Moderator Temperature Coefficient Surveillance Requirements. By letters dated March 13, 2013, and November 25, 2014 (ADAMS Accession No. ML13074A304 and ML14332A301, respectively), Duke provided a response to NRC staff RAls on the subject amendment request.

Enclosed is the draft Safety Evaluation (SE) that the Nuclear Regulatory Commission (NRC) staff has prepared to support the proposed license amendment. Pursuant to Section 2.390 of Title 10 of the Code of Federal Regulations (10 CFR), we have made a preliminary determination that the enclosed draft SE does not contain proprietary information, the NRC staff requests that the licensee confirm that the draft SE does not contain any information that is considered proprietary. If you believe that any information is proprietary, please identify such information line-by-line and define the basis pursuant to the criteria of 10 CFR 2.390. Since the NRC review is not yet complete, this letter and the enclosure do not convey or represent an NRC staff position regarding Duke's request. Should the amendment be approved, the NRC staff will issue a publicly-available, nonproprietary version of the SE.
