Watts Bar Unit 2 Transition Plan Public Meeting with TVA March 04, 2015 1

Purpose of Discussion

Construction Oversight (IMC 2517 Assessment) ROP Assessment by IMC 0305 IMC 2512 Construction Issue License Completion of IMC 2514 94302 Letter Inspections Load Fuel IMC 2514 Pre-Op Testing ORAT IMC 2514 Startup p Testingg Inspection IAW IMC 2515 Baseline Inspection Program for All Cornerstones EP, Security, and Radiation Protection Cornerstones transitioned to the ROP Valid PIs: EP01, EP02, EP03, OR01, PR01, PP01 Valid PIs: IE04, MS05, BI01, BI02, MSPI*

Initiating Events, Mitigating Systems, and Barrier Augmented Inspection Valid PIs: IE01, IE03 Integrity Cornerstones transitioned to the ROP Augmented Inspection Valid PIs: MSPI*

• MSPI for common or Unit 1 specific components will become effective immediately after IMC 2514 is completed. MSPI for Unit 2 specific components will become active after 4 Quarters 3

Inspection Programs

• After Operating License (OL) Issued inspections will be conducted IAW IMC 2514, Light Water Reactor Inspection Program -

Light Startup Testing Phase, and IMC 2515, Light-Water Reactor Inspection Program -

Operations Phase 4

Assessment

• Assessment will be conducted IAW IMC 2517 until the completion of IMC 2514 inspections

• Findings and PIs in cornerstones transitioned to the ROP will be assessed under the ROP assessment process

- SDP with color designations

- Supplemental inspections for greater than green findings or PIs

- The Action Matrix will not be utilized until after the licensee is notified of full transition into the ROP

- Outstanding greater than green inputs will be considered for Action Matrix placement when all cornerstones are monitored under the ROP ROP.

Performance Indicators (PIs)

• Environmental Protection Protection, Radiation Protection and Security PIs will become valid once OL is issued

• IE04, MS05, BI01, BI02, MSPI will become valid after TVA is notified of full transition into the ROP

• IE01, IE01 IE03, IE03 andd MSPIs MSPI specificifi to UUnit i 2 will ill become valid 4 quarters after 6

Augmented Augmented Inspection

• While PIs are invalid the licensee is still expected to submit the data

• Augmented Augmented inspections may be performed in the event of an unplanned scram, power change, or equipment that effects MSPI for unit 2

- Inspections IAW Baseline procedures

- Samples p mayy exceed the maximum specified p if needed

- Expected one additional sample per occurrence 7

• Finish review process for Transition Plan

• Issue Transition Plan and make public in ADAMS 8
