REQUEST FOR ADDITIONAL INFORMATION REGARDING LICENSING ACTIONS FOR NEW M5 FUEL ROD CLADDING DOMINION NUCLEAR CONNECTICUT, INC.

DOCKET NOS. 50-336 MILLSTONE POWER STATION, UNIT 2 Pursuant to 10 CFR 50.90, Dominion Nuclear Connecticut , inc. requested an amendment which will add the Framaatome-ANP (AREVA) topical report, BAW-10240(P)(A), Incorporation of M5' Properties in Framatome ANP Approved Methods, in the licensees Technical Specification 6.9.1.8.b, Core Operating Limits Report. The incorporation of the topical report will be focused on demonstrating that the M5 material properties were appropriately implemented in a certain set of methodologies described by specific topical reports. This set of methodologies is called the FRA-ANP Group M and contains a number of topical reports.

However, as Dominion Nuclear Connecticut, Inc. (DNC) identified in its submittal, it does not contain three methodologies which DNC wishes to incorporate inthe M5 material properties into:

  • ANF-84-73 Appendix B (P)(A), "Advanced Nuclear Fuels Methodology for Pressurized Water Reactors: Analysis of Chapter 15 Events," Advanced Nuclear Fuels Corporation.
  • XN-NF-621(P)(A), "Exxon Nuclear DNB Correlation for PWR Fuel Designs," Exxon Nuclear Company.
  • ANF-89-151(P)(A), "ANF-RELAP Methodology for Pressurized Water Reactors: Analysis of Non-LOCA Chapter 15 Events," Advanced Nuclear Fuels Corporation.

DNC did provide a brief assessment where it used the conclusions drawn from the topical report to determine that the inclusion of the M5 material properties would have negligible impact on the methods described in ANF-84-73 Appendix B (P)(A) and ANF-89-151(P)(A). It is not clear to the NRC staff that such conclusions drawn from the topical report are necessarily applicable to these DNC methods. It is also not clear to the NRC staff, which, if any, of the methods described in BAW-10240(P)(A) are being applied by DNC and why DNC is deviating for these three methods.

The NRC staff requests that DNC explain:

1. Which of the methodologies described in BAW-10240(P)(A) are being implemented by DNC? Which are not?
2. Why is DNC deviating for the three methodologies described above? (This should be a brief justification such as the methodologies described in the topical report are inadequate to perform the required analysis).
3. Provide verification of the implementation of the M5 properties in these methods listed above (where appropriate). This should include analysis that the models used for the M5 properties are receiving appropriate input from other sources in the code and are providing the expected output.
