Document Control Desk Page2 The NRC issued Generic Letter (GL) 2008-01 (Reference 1) to request that each licensee evaluate the licensing basis, design, testing, and corrective action programs for Safety Injection (SI), Residual Heat Removal (RHR), and Containment Spray (CS) systems to ensure that gas accumulation is maintained less than the amount that challenges operability of these systems, and that appropriate action is taken when conditions adverse to quality are identified. Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy (hereafter "NSPM"), provided responses to GL 2008-01 on behalf of Prairie Island Nuclear Generating Plant (PINGP) in References 2 and 3.

On November 24, 2009, NSPM provided a supplement to the responses to GL 2008-01 (Reference 4). This letter proposed a commitment to submit a license amendment request (LAR) one year following NRC approval of the Technical Specification Task Force Traveler (TSTF) or consolidated line item improvement process (CLIIP) consistent with the resolution of the generic changes process. The Notice of Availability was given for TSTF-523 Rev. 2 "Generic Letter 2008-01, Managing Gas Accumulation,"

on January 15th, 2014 (Reference 5).

NSPM has determined that based on plant specific analyses, additional evaluation is required to implement TSTF-523, or equivalent measures to ensure safe management of gas accumulation, at PINGP. The purpose of this letter is to supplement Reference 4 and update its proposed commitment.

Summary of Commitments This letter contains no new commitments and revises an existing commitment.

Specifically, the commitment in Reference 4 which stated, "Industry resolution of the gas accumulation Technical Specification (TS) issues will be monitored and, if necessary, a license amendment request will be submitted within one year following NRC approval of the Technical Specification Task Force Traveler (TSTF} or consolidated line item improvement process (CLIIP) Notice of Availability, that is consistent with resolution of the generic changes process," has been revised as follows:

NSPM will evaluate the impact of adopting 06/30/2015 Technical Specification Task Force 523 (TSTF-523) at PINGP by June 30, 2015. If NSPM decides to adopt TSTF-523, a schedule for its implementation will be provided at this time.
