SUMMARY
OF NOVEMBER 12,2014, MEETING WITH DUKE ENERGY PROGRESS, INC., REGARDING PRE-SUBMITTAL OF RELOAD DESIGN AND SAFETY ANALYSIS METHODOLOGY REPORT PROPOSED LICENSE AMENDMENT REQUESTS (TAC NOS. MF5080 AND MF5158)
On November 12, 2014, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Progress, Inc. (the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was for Duke Energy Progress, Inc. to discuss with NRC staff the proposed schedule, content, and level of detail to be contained in the license amendment requests (LARs) for H. B. Robinson Steam Electric Plant, Unit No. 2 (Robinson),
and Shearon Harris Nuclear Power Plant, Unit 1 (Harris) regarding reload design and safety analysis methodology reports. The meeting notice and agenda dated October 28, 2014, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML14311A105. The licensee provided presentation slides prior to the meeting that are available in ADAMS at Accession Nos. ML14308A340 and ML14308A347. A list of attendees is enclosed.
Duke Energy Progress. Inc. explained how, following the merger of Duke Energy and Progress Energy, it is the licensee's intent to perform the reload analyses for Robinson and Harris. Duke Energy Progress, Inc. discussed the computer codes and analysis methods used at its other nuclear sites that would be adopted at Robinson and Harris through the LAR process. Duke Energy Progress, Inc. discussed the benefits of performing the reload analyses in-house and explained the Methods Report Matrix table provided in the slides presentation (page 6 of ADAMS Accession No. ML14308A340). Duke Energy Progress, Inc. described the different reports that will be submitted related to Physics Codes, Nuclear Steam Supply System Codes, Subchannel Thermal-Hydraulics Methods, and Transient Analysis and Fuel Performance, as well as what Updated Fi11a! Safety Analysis Report (UFSAR) Chapter 15 events will be reviewed for re-analysis. The licensee explained that it will look at effects on Core Operating Limits Report Technical Specifications and the UFSAR for the changes proposed. Dul<'.e Energy Progress, Inc. also discussed contents of the proposed Subchannel Thermal-Hydraulic Method Appendix, DPC-NE-2005, for Robinson and Harris.
Duke Energy Progress Inc. proposes to submit independent LARs for the different methodology reports for Robinson and Harris beginning in 2015. The licensee is looking for approval of its proposed methodologies by the end of 2016, since the intent of Duke Energy Progress. Inc. is to implement the staff's reviewed and approved reload analyses in the 2018 plant outages. The staff communicated to the licensee that methodology review and approvals typically undergo a 2-year review.
No regulatory decisions were made at the meeting. Members of the public were not in attendance. No Public Meeting Feedback forms were received.
