Public Meeting to Discuss the Vermont Yankee Nuclear Power Station, Post-Shutdown Decommissioning Activities Report (TAC No. MF5188)

The purpose of this meeting was to discuss and answer questions on the Vermont Yankee Nuclear Power Station (VY) Post-Shutdown Decommissioning Activities Report (PSDAR). The U.S. Nuclear Regulatory Commission (NRC) staff also solicited written comments from the public on those questions that could not be answered during the public meeting.

General Details:

The meeting was scheduled from 6:00 p.m. - 9:00 p.m. Eastern Standard Time and ran approximately 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> longer than the scheduled end time. Twenty-five NRC staff members were present. The meeting began with an introduction of NRC staff and a review of meeting ground rules, followed by presentations from the NRC staff and Entergy Nuclear Operations, Inc. (the licensee). The NRC staff presentations focused on the decommissioning process, the NRC staff's review of the PS DAR, and the methods available for the members of the public to provide comments on the PSDAR. Following the NRC staff presentations, the licensee made a presentation describing the contents of the PSDAR for the decommissioning of VY. The majority of the meeting was dedicated to answering questions on the decommissioning process and the NRC staff review process, as well as receiving comments from members of the public.

Approximately 120 people participated in the meeting. Nine participants asked questions and provided comments and 20 participants provided comments without questions. In addition to members of the public, meeting participants included representatives of the VY Nuclear Decommissioning Citizens Advisory Panel, representatives from Senator Sander's and Senator Leahy's offices, public advocacy groups, and the licensee.

Summary of Presentations:

The NRC staff began the meeting by presenting information about the decommissioning process. The NRC presentation material can be found at Agencywide Documents Access and Management System (ADAMS) Accession No. ML15057A424. Following the NRC staff's presentation, the licensee made a presentation describing its detailed plans for the

decommissioning of VY. The licensee's presentation material can be found at ADAMS Accession No. ML15057A443.

Following the presentations, the NRC staff then opened the meeting to the general public to ask questions about the decommissioning process and to comment on the licensee's PSDAR. All members of the public who wanted to provide a comment were given the opportunity to speak.

The meeting was transcribed so that the NRC staff could consider the public's comments as part of its review of the PSDAR. A copy of the transcript can be found at ADAMS Accession No. ML15070A234. Public Participation Topic Themes:

During the public question and answer session of the meeting, NRC staff received numerous comments and questions in the following general areas:

o Decommissioning Trust Fund

  • NRC ascertains that there will be enough funds to decommission the facility;
  • Entergy's financial liability;
  • What happens if Entergy goes bankrupt; and
  • Uniqueness of VY being a merchant plant.

o Spent Fuel

  • Spent fuel remaining onsite without long-term nuclear waste storage policy;
  • Dry cask integrity; and
  • Safety of moving spent fuel from spent fuel pool to dry casks.

o Emergency Plan

  • Maintain Offsite Emergency Plan until all spent fuel is placed in dry casks.

o SAFSTOR

  • Decontamination of the facility sooner and not enter SAFSTOR.

o Environmental

  • Contents of the Generic Environmental Impact Statement.

Action Items/Next Steps:

o NRC staff will provide a list of FAQs on the Public Website in the near future, to address many of the topic areas addressed during the PSDAR public meeting.

o NRC staff will consider the comments provided during this meeting as part of its review of the PSDAR.
