Dear Messrs. Loeffler and Vincent:

By letter to the U.S. Nuclear Regulatory Commission (NRC) dated October 31, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14304A353), as supplemented on November 12, 2014 (ADAMS Accession No. ML14316A593), Northern States Power Company - Minnesota (NSPM), doing business as Xcel Energy, Inc., submitted a revision to its Quality Assurance Topical Report (QATR) for review and approval in accordance with Title 10 of the Code of Federal Regulations (10 CFR), Section 50.54(a)(4). The proposed change would revise previously submitted requirements related to the conduct of independent assessments, in that the independent assessment function of the Nuclear Oversight organization would be divided into two distinct functions: independent audits and independent assessments.

NSPM submitted its request based on a determination that the proposed change results in a reduction in commitment. As such, prior NRC review and approval is required to implement the change in accordance with 10 CFR 50.54(a)(4). The request pertains to the NSPM QATR associated with the Monticello Nuclear Generating Plant (Renewed Facility Operating License No. DPR-22; Docket No. 50-263); the Prairie Island Nuclear Generating Plant, Units 1 and 2 (Renewed Facility Operating License Nos. DPR-42 and DPR-60; Docket Nos. 50-282 and 50-306); and the Prairie Island Independent Spent Fuel Storage Installation (Materials License No. SNM-2506; Docket No. 72-10).

The purpose of this e-mail is to provide the final results of the NRC staffs acceptance review of this request.

The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed change. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that there appears to be sufficient technical information, both in scope and depth, to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability request in terms of regulatory requirements and the protection of public health and safety and the environment.

Finally, please note that the 60-day clock specified in 10 CFR 50.54(a)(4)(iv) is no longer applicable based on the NRC staffs acceptance of your application and in commencing its detailed review.

If additional information is needed for the NRC staff to complete its review, you will be advised by separate correspondence. For planning purposes, any additional staff requests for additional information, if required, are anticipated to be issued on or about November 25, 2014.
