OF THE SEVERE ACCIDENTS MITIGATION ALTERNATIVES ENVIRONMENTAL SITE AUDIT RELATED TO THE REVIEW OF THE LICENSE RENEWAL APPLICATION FOR FERMI 2 (TAC NO. MF4064)

Dear Mr. Kaminskas:

On October 6-8, 2014, a review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC) and contractors from the Center for Nuclear Waste Regulatory Analyses participated in a site audit at Fermi 2 (Fermi) in Newport, Michigan, related to the severe accidents mitigation alternatives (SAMA) environmental review of the Fermi license renewal application. The primary goal of the site visit was to review documentation and gather information to ensure that the environmental requirements for license renewal, as codified in Title 10 of the Code of Federal Regulations Part 51 were met, in accordance with the issued audit plan (ML14252A831). The enclosure is a list of representatives from NRC and personnel from DTE Electric Company (DTE) and its contractors who participated in the site audit.

The audit began on October 6, 2014, with an entrance meeting to introduce participants and discuss logistics of the audit. Following the entrance meeting, the NRC environmental review team and DTE discussed the following topics relative to the SAMA analysis: (1) Level 1 Probabilistic Risk Assessment (PRA), (2) Level 2 model PRA, (3) external events, (4) Level 3 consequence analysis, (5) selection and screening of Phase 1 SAMAs, (6) cost-benefit analysis and site-specific cost estimates, and (7) consideration of potentially lower or more effective alternative SAMAs.

During the exit meeting at the conclusion of the site audit, the NRC environmental review team summarized the status of the review with DTE. Most of the team's questions identified in the audit plan or during the audit were answered through the conduct of the audit.

NRC staff is preparing requests for additional information (RAIs), which will be issued in a subsequent letter. While the NRC review team did not identify any significant environmental issues during its site audit, the environmental review of the Fermi license renewal application is ongoing, and thus, any additional information necessary to support the review would be formally requested via the RAI process.
