COMANCHE PEAK NUCLEAR POWER PLANT, UNITS 1 AND 2-CORRECTION TO FIGURES PROVIDED IN RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION FOR LICENSE AMENDMENT REQUEST 12-007 REGARDING TWO, 14-DAY, ONE-TIME COMPLETION TIMES FOR OFFSITE CIRCUITS (TAC NOS. MF3480 AND MF3481)
Dear Mr. Flores:
By letter dated December 19, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13023A237), as supplemented by letter dated May 16, 2013 (ADAMS Accession No. ML13149A257), Luminant Generation Company LLC (Luminant, the licensee) submitted license amendment request (LAR)12-007 to revise Technical Specification (TS) 3.8.1, "AC [Alternating Current] Sources- Operating," to extend, on a one-time basis, an allowable completion time (CT) associated with restoration of an inoperable offsite circuit, from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 14 days (to be used twice) to install an additional startup transformer (XST) 1A. The U.S. Nuclear Regulatory Commission (NRC) staff issued Amendment No. 160 to Facility Operating License No. NPF-87 and Amendment No. 160 to Facility Operating License No. NPF-89 for Comanche Peak Nuclear Power Plant, Units 1 and 2, respectively, by letter dated September 18, 2013 (ADAMS Accession No. ML13232A143).
By letter dated February 13, 2014 (ADAMS Accession No. ML14057A804), the licensee informed the NRC staff that Figures 8.211, 8.2-11A, 8.3-1, 8.3-6, and Unit 2 Generator Layout one line diagram provided as part of the response to request for additional information by letter dated May 16, 2013, had minor inconsistencies. The nature of the inconsistencies are as described below:
Figure 8.2-11:
Figure 8.2-11 incorrectly shows transfer boxes CPX-EPTSST-04Y and CPX-EPTSST-05Y interfacing with XST2-X winding buses from Tap box 7 to Unit 2 switchgears 2EA1 and 2EA2, respectively. Figure 8.3-1 correctly shows transfer boxes CPX-EPTSST-04Y and CPX-EPTSST-05Y interfacing with Tap box 6 for XST1-Y winding buses to Unit 2 switchgears 2EA1 and 2EA2. In addition, Tap box 6 for XST1-Y winding was incorrectly shown in Unit 2 normal switchgear room on Figure 8.2-11 and this error could also have been identified if Figure 8.2-11, was reviewed against Figure 8.3-1.

Figure 8.3-1:
The dashed lines around the Eaton bus bars on Figure 8.3-1 denote the equipment is 1E but it is not.
Figures 8.3-6 for Units 1 and 2:
The dashed lines around the Alternate Power Diesel Generators (APDGs) on both Figures of 8.3-6 denote the equipment is 1E but it is not.
Unit 2 Generator Layout:
The Unit 2 Generator Layout one line diagram was missing an arrow pointing at the cables between the APDG set and the transformer with the words stating "5-1/C-#4/0 AWG CU CABLES PER PHASE" and the arrow pointing to the 5-inch conduit should have shown the words "1-1 /C-500 MCM" instead of the words "5-1/C-#4/0 AWG."
The licensee stated that inconsistencies did not have any impact on the no significant hazards consideration provided by letter dated December 19, 2012, and does not change the conclusions of the NRC's safety evaluation dated September 18, 2013.
The NRC staff evaluated the inconsistencies and the corrected figures provided by letter dated February 13, 2014, and determined that the corrections to the figures are related to incorrect identification of specific auxiliary component items of the switchyard system and do not affect the electrical system configuration and its performance. Hence, the NRC concludes that corrections to Figures 8.2-11, 8.2-11A, 8.3-1, 8.3-6, and Unit 2 Generator Layout one line diagram do not impact the conclusions of the NRC staff's safety evaluation transmitted by letter dated September 18, 2013, and those conclusions remain valid.
