SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 - REQUEST FOR ADDITIONAL INFORMATION REGARDING RELIEF REQUEST 13R-14, DEFERRAL OF REACTOR VESSEL INSPECTIONS, INSERVICE INSPECTION PROGRAM-THIRD 10-YEAR INTERVAL (TAC NO. MF4113)

Dear Mr. Kapopolous:

By letter dated April 25, 2014 (Agencywide Documents Access and Management System Accession Number ML14115A419), Duke Energy Progress, Inc. (the licensee) submitted a relief request for Shearon Harris Nuclear Power Plant, Unit 1 (HNP). The proposed relief request would defer the American Society of Mechanical Engineers Boiler and Pressure Vessel Code Section XI required volumetric examination of the HNP reactor vessel full penetration pressure retaining Category B-A and B-D welds for the third lnservice Inspection (lSI) interval, currently scheduled for 2015, until the fourth lSI interval, and to perform the required examinations in 2024, plus or minus one refueling outage. The provisions of this relief are applicable to the third 10-year lSI interval for HNP, which commenced on May 2, 2007, and will end on May 1, 2017.

The U.S. Nuclear Regulatory Commission staff has reviewed the licensee's submittal and determined that additional information is needed in order to complete our review. The enclosed document describes this request for additional information (RAI). The RAI was e-mailed to the licensee in draft form on August 19, 2014, with a response requested by September 22, 2014.

Regarding evaluation of indications identified in past lSI examinations, Table 2 of Relief Request 13R-14 states that both of the indications found were acceptable per Table IWB-3510-1 of Section XI of the ASME Code. Please provide the information used to support this conclusion.
