Dear Mr. Utley:
SUBJECT:
SAFETY EVALUATION REPORT FOR H. B. ROBINSON STEAM ELECTRIC PLANT UNIT 2, GENERIC LETTER 83-28, ITEM 1.2 (POST-TRIP REVIEW - DATA AND INFORMATION CAPABILITY), TAC NO. 53627 We have completed our review of your submittal dated November 7, 1983 in response to GL 83-28 concerning Item 1.2. Generic Letter (GL) 83-28 dated July 8, 1983 requested licensees to respond to certain generic concerns.
The first of four concerns was Post-Trip Review and consisted of two action items; Item 1.1 and Item 1.2. The enclosed safety evaluation addresses only Item 1.2, "Data and Information Capability".
Our letter dated May 8, 1985 transmitted a draft TER prepared by our contractor, Science Application International Corporation, and requested discussions with your staff regarding unresolved TER items. The TER was discussed during a meeting on May 29, 1985 and subsequently by telephone on May 31, 1985. The results of these discussions are documented in the enclosed Safety Evaluation Report.
Based on our review, we conclude that the post-trip review data and information capabilities for the H. B. Robinson Steam Electric Plant Unit No. 2 are acceptable. Therefore we consider Item 1.2 of GL 83-28 closed.
A copy of our Safety Evaluation is enclosed.
Sincerely,
/s/SVarga Steven A. Varga, Chief Operating Reactors Branch #1 Division of Licensing
