The resolution reflects strong technical efforts by both industry and NRC. I particularly want to thank the Carolina Power and Light Company for participating in the NRC-sponsored three-plant PTS study led by Oak Ridge National Laboratory.

The Carolina Power and Light Company contributed H. B. Robinson-2 design data and operating procedures, helped the study team understand how the plant operates, and helped the NRC review the accuracy of plant models used in the study. This detailed, plant-specific study has helped the staff to confirm the technical bases for the proposed PTS rule, which was developed in 1982-83 largely from generic analysis.

The quality of this study could not have been achieved without the participation of the three utilities involved. I want to thank you for your participation which, I believe, helped both the industry and the public.
