SUMMARY
- DOCKET NO. 50-261 This refers to the meeting held at our request, in the Region II Office on November 23, 1984. This meeting was held to discuss the readiness for operation of the Robinson facility after completion of the extended steam generator replacement outage and also to discuss operability of the service water system with respect to recently observed leaks.
It is our opinion that this meeting was beneficial and has provided for a better understanding of your equipment and personnel readiness to resume operations and also has clarified the extent of the service water leakage problem and your preliminary plans to return the system to an operable condition.
In accordance with Section 2.790 of NRC's "Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosure will be placed in NRC's Public Document Room.

CP&L BRIEFING ON ROBINSON READINESS FOR OPERATION AND SERVICE WATER SYSTEM OPERABILITY On November 23,
- 1984, representatives of CP&L met with the NRC in the NRC Regional office in Atlanta, Georgia, to discuss the program undertaken by CP&L to ensure that Robinson equipment and personnel are ready to begin operations after the extended steam generator replacement outage.
Another specific topic to be discussed was the leakage problem identified on the service water system and the impact this problem has on system operability and containment integrity, with respect to start-up of the unit. CP&L had been requested to address both these areas prior to-taking the unit critical.
CP&L first addressed the service water system problem. Several leaks, identified more as water weepage of several drops per minute, had been identified on November 4, 1984, on the suction and discharge service water 6", Sch.
10, 304 stainless steel lines to the containment fan coolers.
Preliminary testing revealed apparent micro-biological corrosion in the heat-effected zones of butt-welded piping.
An 18% sample of the 540 welds in containment for the four coolers revealed that 90 - 95% of the welds were under attack to vario0s degrees, with a significant number almost thru-wall.
Two concerns arose from this
- problem, one being containment integrity and the other the structural integrity of the piping, Both are important in that service water system operability is a Technical Specification requirement for criticality. In response to a question as to how CP&L determined that the problem was not also elsewhere in the pipe, CP&L stated piping RT revealed no location other than the heat effected zones.
Pipe seams were also found to have no indications.
The tentative plan for corrective action is to sleeve those welds indicating a corrosion condition.
NRC questioned the testing required under USAS B31.1-1, 1967 for this pipe, especially with respect to the vintage Robinson commitments which require neither RT nor hydro-testing. CP&L stated a specific hydro had not been performed but an approximate 75 psi operations test had been conducted.
NRC expressed a concern on system operability with the number of known weld leakers and the apparent potential for further leaks in all identified welds. CP&L agreed that the system was not operable for continued power operations but believed that an operability interpretation could be made to permit zero-power physics testing over an approximate nine day time frame.

repaired and sleeving repair would be the most probable long-term solution. NRC concurred in CP&L taking Robinson subcritical and that Region II would confer with NRR and provide CP&L on November 27 with an NRC position. on zero power physics testing with piping leaks stopped but the problem not completely remedied. CP&L stated that they would provide Region II with specific informa tion on November 26.
NRC also clarified those non-critical tests that would be performed from the Integrated Start-up Test Program during the heatup.
CP&L began the discussion of the Robinson Operational Readiness Program by describing the controls placed on modifications implemented during the outage, to include training procedure changes, drawing changes and acceptance tests.
CP&L also described the system for modification implementation, and the status of system operability. CP&L Regulatory Compliance discussed regulatory commitment status on the steam generator replacement outage.
CP&L Training discussed operator training and retraining and also craft and technical staff training.
Onsite Nuclear Safety (ONS) reviewed the effort during the outage, claiming that based on the ONS review, he expects fewer personnel errors coming out of this outage. CP&L finalized by stating that the utility has a high degree of assurance that Robinson is ready to come on-line with a minimum number of problems.
NRC concluded the meeting by thanking CP&L for coining to Atlanta and presenting the briefing and that Region II would be in contact the following week concerning the service water operability question.
NRC also stated that a Region II CP&L meeting would be scheduled for the January 1985 time-frame to review the Robinson improvement program.
