INSPECTION OF COMPLIANCE WITH 10 CFR 50, APPENDIX R, SECTIONS III.G.,

AND III.J.,

AND ASSOCIATED FIRE PROTECTION FEATURES

ROBINSON, DOCKET NO. 50-261 This letter is to confirm the dates of February 4-8, 1985, for the special inspection of Robinson, which were established during the telephone conversation of November 27, 1984, between G. P. Beatty, of your staff, and P. E. Fredrickson, of this office.

The purpose of this inspection is to evaluate the Robinson facility for compliance with Sections III.G. and III.J. of Appendix R to 10 CFR 50.

This will be a team type inspection composed of personnel from the NRC Region II office and, based on their availability, personnel from NRC's Office of Nuclear Reactor Regulation.

In order for us to properly prepare and perform this type of comprehensive and complex inspection, we request that you provide this office with the latest revision to the following information by January 7, 1985:

1.

Piping and instrumentation (flow) diagrams for hot standby (shutdown) and cold shutdown systems, and alternative or dedicated shutdown.

2.

Plant layout and equipment location drawings which identify the physical plant locations of hot standby (shutdown) and cold shutdown equipment.

3.

Color coded marked-up electrical raceway drawings which identify the cable routing of power and control circuits for those plant systems necessary to achieve and maintain hot standby (shutdown).

4.

Plant layout drawings which identify fire area delineation and fire protection equipment locations.

5.

Marked-up plant layout drawings which identify the locations of emergency lighting units.

6. Associated circuit analysis.

Plant operating procedures which describe normal hot and cold shutdown from inside the control room, emergency hot and cold shutdown from emergency control stations outside and independent of the control room, and shutdown operations which utilize alternative or dedicated shutdown capability.

8. Fire damage control and repair procedures for cold shutdown systems.

In addition to the information requested above, copies of any other analysis and/or evaluation which demonstrate compliance to Sections III.G and III.L of Appendix R should be available on site for review during this inspection.

Appropriate personnel, knowledgeable with respect to those plant systems required for safe shutdown and their capabilities, should be available at the site during this inspection. Also, we request that your staff make the necessary arrange ments to permit team members ready access to the radiological controlled areas of the plant if necessary.
