Dear Mr. Jones:

A NRC Task Force on Pressurized Thermal Shock (PTS) visited the Robinson 2 plant during April 5-7, 1982. The purpose of the visit was to audit the adequacy of in-plabe training programs and operating procedures with regard to PTS. The audit revealed that control room emergency procedures are apparently weighted toward core cooling and do not specifically concern PTS during certain events. The apparent procedudal shortcomings could have been tempered by a strong awarenss of the PTS issue by plant personnel pending generic resolution of TI Action Plan Item I.C.1 (Guidance for the Evaluation and Development of Procedures for Transients and Accidents).

The audit, however, apparently produced a varied response from good to poor. We feel that the varied recponses were due to the heed for closer validation of training, by CP&L, of operator retention of-the material covered in classroom training sessions regarding PTS.

A complete report of the audit is presented in the Enclosure. Summaries of the interviews are contained in Section 3.3 and recommendations are addressed in Section 5.0 of the Enclosure. Section 5 recommends that certain actions be accomplished prior to plant start-up.

It is our understanding, based on our phone conversation with your staff on April 20, 1982, that your response will be to accept the recommendations 1, 2, and 3 on page 5-1, with the qualification that item l!will include three pertinent items mentioned in the report rather than "all avail-able strip charts, etc." and recommendationsl1 and 2 on page 5-2. We understand that recommendation 3 will require a longer consideration due to the fact it should be coordinated with the Owners Group. We also understand that you will confirm this acceptance in a response dated April 27, 1982.
