SUMMARY
In accordance with your request of November 13, 1981, Carolina Power & Light Company (CP&L) hereby submits thirty (30) copies of the ECCS and plant transient analyses supporting H. B. Robinson Unit No. 2 (HBR2) operation at reduced primary temperature for cycle 9. Enclosed, please find the following document:
"ECCS and Plant Transient Analyses for H. B. Robinson Unit No. 2 Reactor Operating at Reduced Primary Temperature," XN-NF-82-18, March, 1982.
DISCUSSION Included in your letter of November 13, 1981, that issued Amend ment 61 to the HBR2 Operating License, was a request that CP&L submit its detailed transients and accident analyses for reduced primary temperature operation if CP&L planned to continue HBR2 operation at reduced temperature consistent with the revised Technical Specifications (TS) issued with Amendment No. 61.
Our review of the analyses performed reveals no unreviewed safety questions associated with operation at the reduced operating conditions for Cycle 9, therefore, NRC approval of these analyses is not required. With the reduced power level associated with Cycle 9 operation, however, a number of Technical Specification changes are needed to adjust the F limits to those Q
analyzed, which are more conservative than the existing technical specifications, and to more clearly identify the power level that various Limiting Conditions for Operation (LCO) are related to during lower temperature operation. The proposed changes are scheduled to be submitted by April 26, 1982.

-2 CONCLUSION As requested, CP&L is providing the ECCS and plant transient analyses for review. Since there are no unreviewed safety questions, NRC approval is not required. Technical Specification changes reflecting the Cycle 9 parameters and providing additional clarification of LCOs will be requested, and are scheduled for submittal by April 26, 1982.
