SVarga WRoss We have reviewed your letter dated September 21, 1981 regarding Pressurized Thermal Shock to Reactor Pressure Vessels. Your letter indicated that you will not fully respond to the 60 day request of our letter of August 21, 1981.

We have identified the following differences between our request

-and your intended response.

4) Y~ourconsider it more appropriate to defer answering items 3 and 4 (RTNOT limit and a basis for the limit respectively) of the 60 day response until the submittal of the 150 day response. To respond earlier woOld impact upon the Westinghouse Ownebrs Gropp schedule.

The safety question related to pressurized thermal shock is being carefully analyzed by the NRC staff. The reque"t is oriented to developing a resolu tion of this issue by next summer (1982). The information which we requested in our August 21, 1981 letter to be submitted in 60 days is an important part of the total effort. We will accept what you can provide as proposed in your letter and acknowledge your commitments as identified in (a) above.

We will continue our program of developing appropriate requirements and note your failure to provide all of the requested information may give us less opportunity to avoid the necessity of specif.fing conservatiss where more definitive and timely information is not available.
