Dear Mr. Jones:
By letter dated March 11, 1981, as supplemented May 21, 1981, yourrequested an exemption to 10 CFR 50, Appendix R, Item III.M.2 for the H. B. Robinson Steam Electric Plant, Unit No. 2. This exemption is requested from Appendix R to the extent that it would require that the difference between the temper ature level for the unexposed side bf the cable penetration seals and the cable insulation ignition temperature for PVC be greater than that which was recorded during qualification testing. Our interpretation of the test results is that the margin between the temperature on the unexposed side of the penetration seal and the ignition temperature of the cable insulation did not meet the Appendix R requirement of being sufficiently below the igni tion temperature. However, you assert that this temperature difference is not required because the fixed and transient fire loadingsaat Robinson con stitute a minimal fire hazard considering the magnitude and duration of that used in the ASTM-E-119 test.
We have found that your request proviaes a sound technical basis warranting further staff review. The schedule requiremebts for this item are, there fore, suspended in accordance with 10 CFR 50.48(c)(6) until final Commission action on this request.
