Dear Mr. Jones:
@P In a letter dated May 5, 1981 you requested our concurrence with your interpretation of the wording in Section 6.5 of the Brunswick Units 1 and 2 and H. B. Robinson Unit 2 Technical Specifications. The requirement of interest is, "These audits shall encompass the training and qualifications of the entire facility staff at least once per 12 months." Your interpre tation of the words "entire facility staff" is that this means some indivi duals in every job classification included in the facility staffs.
We concur with your interpretation of the Technical Specifications. You should be using a sample base for your training and qualifications audits that is of sufficient breadth to assure you that the subject programs are being properly implemented and documented.
