Dear Mr. Jones:
By letter dated January 7, 1980, signed by Darrell G. Eisenhut, we requested that you review your Quality Assurance Program for Robinson Unit 2 to assure that diesel generators& (DG) fuel oil is included. Your letter of May 14, 1980 did not respond directly to our request. As the result of subsequent discus sions between the staff and CP&L representatives our current understanding of your position on this.matter is as follows:
- 1. Diesel generators fuel oil is not included in the Quality Assurance Program for Robinson Unit 2.
2., You do not completely subscribe to the Regulatory Position in Regulatory Guide 1.137 (Revision 1) dated October 1979.
The staff's position remains as stated in Mr. Eisenhut's letter, i.e., consumable items shall be classified as safety related -nd subject to applicable provisions of Appendix B to 10 CFR Part 50 when the quality of the item is necessry for functiona) performance of safety related components. If you do not intend to includeq the DG fuel oil Within your Quality Assurance Program, w consider that ygf current Technical Specifications regarding DG fuel oil shoul be revised to include the following requirements:
- 1. At least once per 92 days a sample of diesel fuel from each Emergency Diesel Generator Fuel Oil Storage Tanks be obtained in ac ordance with ASTM D270-65 and be within the acceptable limits specified in Table 1 of ASTM D975-74 when checked for viscosity, water, and sediment.
- 2. Immedi-ately prior to transfer of the diesel fuel oil tb an Emergency Diesel Generatpr Fuel Oil Storage Tank, a sample of fuel being transferred by obtained in accordance with ASTM D270-65 and be within the acceptable limits specified in Table 1 of ASTM D975-74 when checked for viscosity, water, and sediment.
