50-261/88-29.

The NRC Systematic Assessment of Licensee Performance (SALP) has been completed

for your H. B. Robinson facility. The facility was evaluated for the period

July 1, 1987 - October 31, 1988.

The results of the evaluation are documented

in the enclosed Interim SALP Report. This report will be discussed with you at

a public meeting to be held at the Robinson Visitor Center on January 24, 1989,

at 10:30 a.m.

The performance of your Robinson facility was evaluated in the functional

areas of plant operations, radiological controls, maintenance/surveillance,

emergency preparedness,

security, engineering/technical support, and safety

assessment/quality verification.

Overall performance of your Robinson facility was satisfactory during this

assessment period.

Although the functional areas evaluated during this

assessment period are not identical to those in the previous period, a close

correlation can be made for identifying changes in performance. The rating for

  • one functional area increased in performance from the previous assessment

period.

Performance in the area of operations remained satisfactory.

The number of

trips from low power or shutdown conditions was significantly lower than the

last SALP period; but, the number of trips from higher power was about the

same.

Although improvements

have been noted in the overall radiological control

program over the last several assessment periods, the collective radiation dose

continues to be high.

Accordingly, we are concerned about your past efforts

and future plans to resolve this problem.

In the maintenance/surveillance area, there continues to be a high htbmber of

failures of balance-of-plant (BOP)

systems which led to a high number of

challenges to safety systems.

Management should continue the ongoing efforts

to reduce corrective maintenance through an increase in preventive maintenance,

and expand these efforts to encompass BOP systems.

Regarding the area of emergency preparedness, the licensee demonstrated that

the essential elements of emergency response could be implemented.

However,

several weaknesses were identified during the assessment period, including the

identification and reporting of events requiring declaration of an unusual

event.

With respect to security, the licensee continued to demonstrate the ability to

implement and manage an effective security program. This sustained performance

is attributed to security management's continued awareness and participation in

related security force activities.

The engineering technical support functional area improved from the last

evaluation period; however,

it

was noted. that the system engineering program

was strained due to the significant number of systems assigned to each

engineer. Accordingly, we concur in your efforts to increase the effectiveness

of the system engineering group. In addition, we support the initiative and

efforts put forth on the Design Basis Documentation program.

The safety assessment/quality verification area revealed that management showed

a strong commitment to safety once problems were clearly identified as

requiring significant corrective actions. Notwithstanding, site management was

slow to recognize the full extent of these problems and initiate corrective

actions.

Increased emphasis is needed to improve the front end of the

corrective action process.

Any comments you have concerning our evaluation of the performance of your

Robinson facility should be submitted to this office within 30 days following

the date of our meeting. These comments will be considered in development of

the Final SALP Report.

Your comments and a summary of our meeting will be.

issued as an appendix to the Final SALP Report.

Should you have any questions concerning this letter, we will be glad to

discuss them with you.
