ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power and Light Company Docket No. 50-261 H. B. Robinson License No. DPR-23 During the NRC inspection conducted on May 11 - June 9, 1988, a violation of NRC requirements was identified.

In accordance with "General Statement of Policy and Procedure For NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:

Technical Specification 6.5.1.1.1.a requires written procedures be established for procedures in Appendix A of Regulatory Guide 1.33 revision 2, February 1978. Item 8.6 of Appendix A requires procedures for each surveillance test listed in Technical Specifications.

Item 28 of Technical Specification Table 4.1-1 requires testing of the Turbine Redundant Over Speed Trip System (TROTS).

Contrary to the above, written procedures were not adequately established in that MST-552 revision 3, which implements Item 28 of Technical Specifi cation Table 4.1-1, does not contain instructions to fully test TROTS.

Specifically, testing of the turbine stop, control, reheat and intercept valve solenoids were not provided for in the test procedure.

This is a Severity Level V Violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results

achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
