SUBJECT: MEETING SUMMARY -
REPORT NO. 50-261/87-23
This letter refers to the Enforcement Conference held at our request at the
Region II Office on June 26, 1987.
This meeting concerned activities
authorized by NRC Operating License No. DPR-23 for your H. B. Robinson Nuclear
Facility.
The meeting concerned valve lineups and independent verification
requirements, as they related to isolation of both the Residual Heat Removal
(RHR) and Safety Injection (SI) Systems.
Also discussed at this meeting were
items identified during the Safety System Functional Inspection (SSFI).
It is our opinion that this meeting was beneficial and has provided for a
better understanding of inspection findings and enforcement issues. In accord
ance with Section 2.790 of NRC's "Rules of Practice," Part 2, Title 10, Code of
Federal Regulations, a copy of this letter and the enclosure will be placed in
NRC's Public Document Room.
Should you have any questions concerning this matter, we will be pleased to
discuss them.
