SUPPLEMENTAL SAFETY EVALUATION OF THE RESPONSE TO THE STATION BLACKOUT RULE - H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. 68595)

In your letter dated March 13, 1991, you responded to the staff's recommendations contained in the Safety Evaluation (SE) on your initial response to the Station Blackout Rule. We have completed the review of your response. As discussed in the enclosed supplemental SE (SSE), we find your response dated March 13, 1991, to be acceptable contingent upon your implementation of control room heatup and reactor coolant inventory analyses. Within 30 days of receipt of this letter and the SSE,'please confirm the resolution of these issues and present a schedule for their implementation in accordance with 10 CFR 50.63(c)(4).

This requirement affects 9 or fewer respondents and, therefore, is not subject to Office of Management and Budget review under P.L.96-511.
