STATION BLACKOUT RULE - H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. 68595)

The Station Blackout (SBO) Rule requires licensees to submit information, as defined in 10 CFR Part 50.63, and to provide a plan and schedule for conformance to the S80 Rule. Your initial response to the SBO Rule regarding the H. B. Robinson Steam Electric Plant, Unit No. 2, (HBR-2) was provided by a letter from M. A. McDuffie, dated March 3, 1989, to the U.S. Nuclear Regulatory Commission (NRC). A supplemental response was submitted by a letter to the NRC from A. B. Cutter, dated March 30, 1990. This was followed by a teleconference between your representatives and the NRC staff on August 8, 1990, and a follow-up was provided by a letter from S. D. Floyd to A. S. Gill (NRC) on August 30, 1990.

Your responses were reviewed by the NRC staff and by Science Applications International Corporation (SAIC) under contract to the NRC. The results of the review are documented in the enclosed Safety Evaluation (SE) (Enclosure 1) and the SAIC Technical Evaluation Report (TER) SAIC-90/1379, "H. B. Robinson Steam Electric Plant, Unit 2, Station Blackout Evaluation," dated November 21, 1990 (Attachment 1 to Enclosure 1).

Carolina Power & Light Company (CP&L) has proposed using an existing diesel generator, presently used as the dedicated shutdown (DSD) system for 10 CFR Part 50, Appendix R, fire protection requirements, as the alternate AC (AAC) power source. The CP&L submitted the initial response to the SBO rule in the SBO generic response format. Based on our review of the initial response, and subsequent submittals,.the staff finds, subject to satisfactory resolution of the recommendations presented in the SE, that HBR-2 conforms with the SBO rule and the guidance of Regulatory Guide (RG) 1.155, NUMARC 87-00 and NUMARC 87-00 Supplemental Question/Answers and Major Assumptions dated December 27, 1989, (issued to the industry by NUMARC January 4, 1990). CP&L should submit, within 30 days of receipt of this letter, a proposed resolution of the recommendations presented in the enclosed SE and present a schedule for their implementation in accordance with 10 CFR 50.63(c)(4).

Lynn February 4, 1991 In addition, the following areas may require a follow-up inspection by the NRC to verify that the implementation of any modifications and the supporting documentation are adequate to meet the SBO Rule. Inspection guidance is being developed for this as follows.

a. Hardware and procedural modifications,
b. SBO procedures in accordance with RG 1.155, Position 3.4, and NUMARC 87-00, Section 4,
c. Operator staffing and training to follow the identified actions in the procedures,
d. EDG reliability program to meet, as a minimum, the guidelines of RG 1.155,
e. Equipment and components required to cope with the SBO are incorporated in a QA program that would meet the guidance of RG 1.155, Appendix A, and
f. Actions taken pertaining to the specific recommendation noted in the SE.

The guidance provided by the Technical Specifications (TS) for a SBO states that the TS should be consistent with the Interim Commission Policy Statement on Technical Specifications. The staff has taken the position that TS are required for SBO response equipment. However, the question of how specifica tions for the SBO equipment will be applied is currently being considered generically by the NRC in the context of the Technical Specifications Improve ment Program and remains an open item at this time. In the interim, the staff expects plant procedures to reflect the appropriate testing and surveillance requirements to ensure the operability of the necessary SBO equipment. If the staff later determines that TS regarding the SB0 equipment is warranted, you will be notified of the requirements.
