H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 - ATWS RULE (10 CFR 50.62) (TAC NO. 59135)
The staff completed its review of your proposed implementation of the Anticipated Transient Without Scram (ATWS) requirements of 10 CFR 50.62 paragraph (c)(1).
The staff has concluded that the proposed ATWS mitigating system actuation circuitry (AMSAC) designs are acceptable and in compliance with the ATWS Rule requirements. The staff's conclusion is subject to the successful completion of certain human-factors engineering reviews, as noted in the staff's Safety Evaluation Report that is enclosed. In addition, the staff is reviewing the use of the Technical Specifications for the ATWS requirements. Pending the staff's resolution of the Technical Specifications issue, you should continue with scheduled installation and planned operation of the AMSAC designs utilizing administratively controlled procedures.
