This office has received a copy of your March 6, 1979 application for amendment to Facility License DPR-23 for H. B. Robinson Steam Electric.Plant,.Unit.2, which you filed-with the Office of Nuclear
.Reactor Regulation for review and approval. The application relates to (1)the removal of-part length control rods, (2) the blocking of the high differential pressure between any steamline and the steam line header signal during cooldown,.and (3) other changes clarifying existing Technical Specifications. The application was accompanied by fees totalling $6,400 for two Class II amendments and one Class III amendment.
From a review of the application and based on NRR Staff guidance, it has been determined that the first and second.changes listed above each require a Class III amendment fee ($8,000) 'bcause each involves a safety issue while the administrative changes require a Class II fee
($1,200). It is requested that you forward an additional $2,800 promptly to this office. If after the final evaluation of your applica tion is completed it is determined that is was incorrectly classified, you will be refunded any overpayment or billed for any additional amount due.
