By letters dated June 23, 1977, September 16, 1977, September 30, 1977, November 17, 1977, January 5, 1978, and February 28, 1978, you provided preliminary design information concerning the auxiliary shutdown system for H. B. Robinson Unit No. 2. This system was identified as item 3.2.1 in our Fire Protection SER dated February 28, 1978, which indicated that our review of this information was not complete.
We have reviewed the above submittals and find that additional information, identified in Enclosure 1, is necessary. In addition, we have taken several positions, identified in Enclosure 2, which relate to the safe shutdown of the plant.
Your response to Enclosures 1 and 2 is requested within 30 days of the date of this letter.

ENCLOSURE 1 H.B. ROBINSON UNIT 2 REQUESTS FOR ADDITIONAL INFORMATION SQL.
Provide an analysis of the tasks and time sequence necessary to place the Auxiliary Shutdown System in operation following a severe fire in one of the related rooms; i.e., the control room, cable spreading room, electrical equipment room or component cooling water pump room. This analysis should demonstrate that both the time and manpower are available for system operation.
SQ2.
Provide a descriptive summary and a set of schematic diagrams showing:
(1) the electrical isolation that will be provided from the existing power and control circuits for each Auxiliary
-Shutdown System component, and (2) the proposed power, control, and control transfer circuits for the Auxiliary Shutdown System components.
SQ3..
Modifications to the engineered safety features systems should not degrade these systems, that is, the modifications should be designed to meet the same design criteria and standards of the system prior to modification.
Provide a summary of the criteria that will be implemented for the design construction and testing of the Auxiliary Shutdown System.
This summary should include as a minimum a commitment to conform to the Regulatory Guides and Industry Standards applied to the plant's safety features systems.
ENCLOSURE 2 H.B..ROBINSON UNIT 2 STAFF POSITIONS -
FIRE PROTECTION SP1.
Power Supplies For The Auxiliary Shutdown System The Auxiliary Shutdown System should be capable of achieving and maintaining hot shutdown conditions with power from the offsite power system, and upon its loss with power from the onsite power system. A dedicated power supply may be substituted for the onsite power system.
SP2.
Repair Of Systems Required For Cold Shutdown The Auxiliary Shutdown System should-be capable of maintaining hot shutdown conditions for an extended period of time signifi cantly longer than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.
Repair procedures for cold shutdown systems should be prepared and materials needed for such repairs should be maintained onsite.
SP3.
Fire Protection For The Component Cooling Water Pump Room Additional fire protection features such as an automatic suppression system or fire barrier enclosures should be proposed for the component cooling water pump room to preserve the capa bility to achieve safe shutdown in the event of a severe fire in this room.
