50-261 LICENSE NO. DPR-23 SUPPLEMENTAL REQUEST FOR LICENSE AMENDMENT RADIOLOGICAL EFFLUENT TECHNICAL SPECIFICATIONS
Dear Mr. Varga:
SUMMARY
In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Spetifications (TS) for the H. B. Robinson Steam Electric Plant Unit No. 2 (HBR2).
These revisions incorporate the Radiological Effluent Technical Specifications (RETS) and the requirements to perform audits of the Emergency Preparedness Program and the Security Plan.
This submittal supersedes the proposed TS pages provided with our February 7, 1983 letter.
DETAILS The RETS revisions incorporate the comments of your staff provided in your letter dated August 22, 1983. In response to those comments, the offsite Dose Calculation Manual (ODCM) has also been revised and is attached for your review in Enclosure 4. The latest guidance available in Draft 7' of Revision 3 to NUREG-0472 was used by CP&L to make these revisions.
Enclosures I and 2 includes a summary of the disposition of each of your comments for the RETS and the ODCM, respectively.
Either the section number of the section revised or the justification for not making a revision is provided. To assist your staff in reviewing the revised documents and determining where revisions have been made, Enclosure 5 is a list which summarizes the revisions made to each proposed RETS page.
We have found that in the past, meetings on this subject have been very beneficial for CP&L. Therefore, we request that once your staff has reviewed this submittal, if there are any remaining questions, a meeting be arranged to discuss the revisions to the RETS and ODCM.

Organizational changes due to CP&L's recent reorganization have not been included in the attached pages. All of the TS pages requiring changes due to the reorganization will be submitted in a single request for license amendment.
This request will be submitted by October 31, 1983.
AD)MINISTRATIVE includes the proposed RETS pages. Changes are denoted by vertical bars in the right-hand margin. Since these revisions have been requested by your staff and this is a supplement to our previous submittals, CP&L has determined that no license amendment application fee is required.
IMPLEMENTATION SCHEDULE In order to allow sufficient time to prepare new procedures and necessary procedural revisions to incorporate the requirements identified in the RETS, the ODCM, and the Process Control Program (PCP), CP&L plans to implement these controls and procedures within nine months following approval of the RETS, ODCM, and PCP. As stated in our February 7, 1983 letter, because of the interrelationships of these three documents, they cannot be implemented separately; therefore, the nine-month schedule will begin following your approval of the last of the three documents.
