Dear Mr. Denton:
In accordance with the requirements of 10CFR50.71(e) as published in the Federal Register on May 9, 1980, Carolina Power & Light Company (CP&L) hereby submits one (1) original and twelve (12) copies of the updated Final Safety Analysis Report (FSAR) for the H. B. Robinson Steam Electric Plant (HBR) Unit No. 2. The original FSAR for HBR was submitted on November 26, 1968 and was amended a number of times prior to the issuance of the Operating License. This Updated FSAR is organized in accordance with the guidelines of Regulatory Guide 1.70, Revision 3 and includes:
- 1.
Changes made in the facility or procedures as described in the original FSAR.
- 2.
Safety evaluations performed by CP&L in support of requested license amendments.
- 3.
Safety evaluations performed by CP&L in support of conclusions that changes did not involve an unreviewed safety.question.
- 4.
Analyses of new safety issues performed by or on behalf of CP&L at the request of the Commission.
- 5.
Administrative improvements including the simplification of plant flow diagrams have been included in order to facilitate the understanding of system descriptions.

-2 The Updated FSAR accurately presents changes made since the original FSAR submittal necessary to reflect information and analysis submitted to the NRC or prepared pursuant to NRC requirements. The Updated FSAR is current through January 22, 1982.
The drawings and figures in the FSAR are based on the plant drawings as of January 22, 1982. Recently, due to plant walkdowns, some changes in those drawings have been identified. These changes will be reflected in the first annual update of the FSAR.
