Dear Mr. Varga:
In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power and Light Company (CP&L) hereby requests a revision to the Technical Specifications for its.H. B.. Robinson Steam Electric Plant, Unit No. 2. This request reflects.changes and additions to the plant as a result of the fire protection system modifications required by the NRC. This revision changes the proposed Fire Protection Technical Specifications submitted to the NRC.on May 17, 1979, and a proposed amendment to those Specifications submitted on June 7, 1979.
Enclosed are replacement pages for the H. B. Robinson Steam Electric Plant, Unit No. 2 Technical Specifications which reflect these revisions. Changes are indicated by.the vertical lines in the right hand margin of the affected pages.
For your convenience, we have also enclosed the entire proposed Fire Protection Technical Specifications.
Because these modifications and changes were required by your staff, it is CP&L's understanding that no license fee is .required.
We are currently developing plant procedures to ensure compliance with these proposed Technical Specifications. Due to the massive effort and long imple mentation time involved with these procedure preparations, we do not intend to implement the new procedures until final NRC approval of this proposed revision to the Technical Specifications has been received. Until such time as approval and issuance takes place we will maintain a fire protection program which complies with the original Fire Protection Technical Specifications, except for the propane engine-driven fire pump, which were issued on February 28., 1978 and which became effective March 30, 1978., Since the propane engine-driven fire pump was replaced by a diesel engine-driven fire pump, surveillance testing formerly required of the propane engine-driven pump will be performed on the diesel engine-driven pump in the interim until the new fire protection Technical Specifications are issued.
