UMMARY MARCH 29, 1979, TO DISCUSSAUXIIA SUT SYS FOR FIRE PROTECTION on March 29, 979 representatives of Carolia Power and tight (the icensee) met with the -4RC staff and NRC cmnsultants The purpose of this ieeting was to discuss staff positin SPIA enclosed with the February 15, 1979 -etter to the licensee. Instead, the licensee will consider taking credit for the I.C. turbine and may propose appropriate TechnicalSpecifications. The licensee will provide a comprehensive description of the auxiliary shutdown system, its power supply and a discussion of the separation between the shutdown system and its,power supply from the fire areas of concern.

SUMMARY

OF MARCH 29, 1979, TO DISCUSS AUXILIARY SHUTDOWN SYSTEM FOR FIRE PROTECTION On March 29, 1979, representatives of Carolina Power and Light (the licensee) met with the NRC staff and NRC consultants. The purpose of this meeting was to discuss staff position SP1, enclosed with the February 15, 1979 letter to the licensee. The position states, "The Auxiliary Shutdown System should be capable of achieving and maintaining hot shutdown conditions with power from the offsite power system and, upon its loss, with power-from the onsite power system. A dedicated power supply may be substituted for the onsite power system."

The licensee described the offsite power system for H. B. Robinson Unit No. 2 and argued that loss of offsite power was not credible for the-facility. The staff indicated that such an argument requires intensive review. Fires in certain areas may offset the controls.

The staff suggested that an 18 Mw internal combustion (I.C.) turbine available onsite may be an acceptable way of meeting the staff position, SP1.

Technical Specifications dealing with the I.C. turbine would have to be proposed if the licensee decided to use the I.C.

turbine to satisfy this position. As an example of the type of Technical Specifications that might be acceptable, the licensee was given a copy of Technical Specifications proposed by Consolidated Edison for Indian Point 2 (It was noted that Indian Point 2 has three I.C. turbines, whereas Robinson only has one.)
