RESPONSE TO GENERIC LETTER 89-10, "SAFETY-RELATED MOTOR OPERATED VALVE (MOV) TESTING AND SURVEILLANCE" - BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2, SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NOS. 75638, 75639, 75668 AND 75709)

On June 28, 1989, the NRC issued Generic Letter (GL) 89-10, "Safety-Related Motor Operated Valve Testing and Surveillance," requesting the establishment of a program to ensure the operability of all safety-related motor-operated valves (MOV) under design basis conditions. The program in GL 89-10 significantly expands the scope of the program outlined in NRC Bulletin 85-03 and its supplement.

On December 27, 1989, you submitted a letter in response to GL 89-10 regarding the Brunswick Steam Electric Plant, Units 1 and 2, the Shearon Harris Nuclear Power Plant, Unit 1, and the H. B. Robinson Steam Electric Plant, Unit 2.

Therein, you state that you have reviewed GL 89-10 and have developed a corporate action plan at each of your nuclear power plants to comply with the recommendations of the GL.

We understand that you are in the process of identifying the MOV to be within the generic letter program and are planning to implement this program within five years or three refueling outages, whichever is later.

In your December 27 letter, you stated that certain activities were under way that could affect the schedule for implementing GL 89-10. One issue involved a letter dated November 17, 1989, from T. E. Tipton, Nuclear Management and Resources Council (NUMARC), to T. E. Murley, NRC, which requested clarification of several aspects of GL 89-10. In a letter dated January 29, 1990, from J. E. Richardson, NRC, to T. E. Tipton, the staff discussed the points raised by NUMARC and indicated that the results of the public workshops held to discuss the GL would provide additional information. Those results are being finalized and will be distributed in the near future as a supplement to the GL.

The staff interprets your letter as a commitment to the recommendations and schedule of the GL. The staff, therefore, expects your program description to be available in accordance with the schedule in Item 1 of the generic letter.

You should review the workshop minutes and justify in your program description any differences with the staff positions.

Mr. Lynn June 27, 1990 Additionally, you refer to the statement in GL 89-10 that its recommendations supersede those of NRC Bulletin 85-03, "Motor-Operated Valve Common Mode Failures During Plant Transients Due to Improper Switch Settings."

The elimination of any commitments to NRC Bulletin 85-03 are contingent upon the commitment to the recommendations and the schedule recommended in GL 89-10. You should request relief from any specific commitments made in response to NRC Bulletin 85-03 in writing and provide technical justification for the request.

Your response to GL 89-10, dated December 27, 1989, stated that you intend to meet the schedule and recommendations of the GL. Your program description should be retained on-site for possible further NRC staff review.
