FINAL CONFIGURATION FOR SAFETY INJECTION PUMP B - H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2, (TAC NO. 71755)

By letter dated December 30, 1988, you forwarded a pertinent portion of plant modification M-958, "ADD AUTO START TO "B" SI PUMP," which finalizes the safety injection pump B (SIP-B) configuration. This submittal is in response to the staff's earlier discussions related to granting of H. B.

Robinson Steam Electric Plant, Unit No. 2, to operate at 100% power level with only two auto start SI pumps.

By this modification, SIP-B would be capable of automatically starting after initiation of a SI signal, but without the automatic bus transfer feature. The intent is to use SIP-B as an automatically started maintenance pump which can replace SIP-A or SIP-C when either one is out of service for maintenance.

The staff has reviewed the final configuration of SIP-B and finds it to be acceptable. The staff's finding is, in part, based on the operability surveil lance requirements SIP-B must satisfy prior to being declared operable and used as a replacement for SIP-A or SIP-C. For SIP-B to be considered operable, it must satisfy the identical Technical Specification surveillance tests required of SIP-A and SIP-C.

The staff has completed the review of the subject issue and TAC No. 71755 is closed.
