H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2, BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2; SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, ALTERNATE LOCATIONS OF EMERGENCY OPERATING FACILITIES (TAC NO 71208, 71440, 71441, and 71442))

This is in response to the Carolina Power & Light Company's April 15, 1983, requests for documented approval of the use of alternate locations in place of backup emergency operations facilities (EOFs) at the H. B. Robinson Steam Electric Plant, Unit No. 2 (Robinson); Brunswick Steam Electric Plant, Units 1 and 2 (Brunswick); and the Shearon Harris Nuclear Power Plant, Unit 1.

The primary EOFs for each of these nuclear power plant sites are located close to or within their site boundaries and have a high degree of radiological protection under severe accident conditions. The alternate locations for the Robinson and Brunswick plants have been established within 20 miles of the plant sites.

The use of alternate locations for Robinson and Brunswick was verbally approved by the staff at the time they were proposed since they appeared to meet the Commissions's criteria for such facilities.

The Harris alternate location is slightly beyond the maximum distance criterion from its plant site, but it meets the other criteria for the establishment of such a facility. The slight deviation from the distance criterion (20.6 miles instead of 20 miles) for the Harris plant site is not considered to be signifi cant.

Based on our review of your facilities against the application criteria, we approve the use of these alternate locations rather than backup EOFs for the Robinson, Brunswick and Harris nuclear power plant sites.
